30 Safest Cities in Indiana
Indiana has a rich history, with legends like David Letterman and Red Skelton being born here. But even better than that is how safe these comedians home state is. Indiana’s crime rate is on par with the national average, but we found 30 Hoosier State cities where residents enjoy significantly lower incidents of crime.

The violent crime rate among Indiana’s safest cities is a mere 1.44 incidents per 1,000 people and the property crime rate is 13.58 incidents per 1,000 people. That’s less than half the state and national averages. And, according to the latest FBI Crime Report, only two cities reported a murder and one city on our list, Ligonier, reported no violent crime whatsoever. When we compared this year’s safest cities in Indiana list with last year’s, we were impressed to find that a majority of the cities made both of our lists, and many reduced crime over the last year.

How We Chose the Safest Cities in Indiana

To determine which cities made our list, we identified those with a population of more than 4,000 people in 2013, and reported complete crime data to the FBI. Then we analyzed the most recent FBI Crime Report statistics, comparing the number of reported violent and property crimes in each city. Violent crimes consist of robbery, forcible rape, aggravated assault, and murder. Property crimes are considered larceny-theft, burglary, motor vehicle theft, and arson. To create a level playing field, and make it easy to compare crime rates, we calculated the chance of both types of crime happening out of 1,000 people.

The FBI Crime Report is a trusted source for crime statistics, but not all Indiana cities reported complete data to the FBI. If you don’t see your city listed below and feel it’s extremely safe, your city officials may not have reported complete data to the FBI, which caused the city to be removed from eligibility for our list.

1. Zionsville

We congratulate Zionsville for earning recognition as the safest city in Indiana for the second year in a row. In addition to good jobs, top-rated schools, and tightly knit neighborhoods, this Indianapolis suburb boasts an exceptionally low rate of violent crime. According to the most recent FBI Crime Report, Zionsville cited just two violent crimes in 2013, which is a particularly impressive for a community of roughly 25,000 people. Move to Zionsville and you’ll live in a community with an overall crime rate that’s 90 percent lower than the national average. With all Zionsville has to offer, it’s no surprise it was recently recognized as one of the 10 Best Small Towns in America.

2. Ligonier

Nicknamed “the city of murals” the artwork that adorns Ligonier’s downtown celebrates its heritage and helps keep residents in touch with their roots. But don’t get the idea that the second safest city in the Hoosier State is stuck in the past. On the contrary; Ligonier’s proactive approach to planning helped develop local industry and made protecting open space a priority.

Ask a Ligonier resident what they love most about their hometown, and there’s a good chance they’ll mention safety. Ligonier’s crime rate is 87 percent lower than the typical American community, and the city reported no incidents of violent crime.

3. New Whiteland

Located near the center of the state, New Whiteland residents enjoy a high quality of life, low cost of living, and close proximity to Indianapolis, the state capital. New Whiteland locals can be proud their city not only moved up six positions from last year’s list, but also that the rate of property crime was cut in half.

4. Greensburg

Greensburg has a reputation as friendly, affordable, and full of opportunity. It’s also known as a community where people look out for one another and where law enforcement and citizens work hand in hand to keep crime at bay. That could be why Greensburg earned a place on our safe cities list two years in a row. The fact that the city reduced property crime by 50 percent over the year helped it move up from the 10th safest city to its current position as the fourth safest city in the state.

5. Winona Lake

Whether you spend the afternoon fishing at the lake, enjoying a local event, or strolling through the unique shops found at The Village, Winona Lake won’t disappoint you. And thanks to a low crime rate, you can get out and about in Winona Lake and not be overly concerned about safety. In fact, reporting no incidents of murder, rape, or robberies, as well as no motor vehicle theft or arson, helped the thriving city of Winona Lake earn a top five position on our safe cities in Indiana list. Residents of this waterfront community can be proud their city’s property crime rate is 60 percent less than the average safest city in Indiana, and 80 percent less than the national average.

6. Carmel

Carmel has roughly 85,000 residents, making it the most populated city on our list. Despite its size, the city reported only 20 violent crimes to the FBI in 2013. That means less than one person per 1,000 was a victim of violent crime. To put that into perspective, the national violent crime rate is 27 victims per 1,000 citizens.

A low crime rate is just one reason Carmel consistently earns praise; being family friendly is another. Since our last list was published, Carmel was named a “Top 10 Best City for Kids” due to its wealth of events and activities geared toward kids.

7. Fishers

With approximately 83,000 residents, Fishers is one of the most populated cities on our list. That makes the fact that only three cities have lower rates of violent crime all that more notable. Fishers’ property crime rate is also impressive. In fact, residents of Fishers enjoy a property crime rate that’s almost 70 percent lower than the national average. Low crime could be a result of the close ties community members build with law enforcement through programs like the Fishers Police Department Citizens’ Academy and Explorer Academy.

In addition to being safe, Fishers is also a progressive community that strives to give citizens every chance to be active. Soon, Fishers will implement its Bicycle and Pedestrian Master Plan. This plan will create paths that connect key destinations throughout the city, giving workers the chance to bike to the office.

8. Jasper

Since our previous safest cities of Indiana report, Jasper reduced its property crime rate from an already remarkable 10.53 incidents per 1,000 residents to 8.88 incidents per 1,000 citizens. It also earned the right to proclaim it’s one of America’s Top 50 Best Communities and won $50,000 in a contest that helps support growth and revitalization of small towns.

Jasper has a lot going for it, but its citizens and leaders are always striving to improve. Chosen as one of only a handful of communities, Jasper is a participant in Indiana’s HomeTown Competitiveness program which works to improve the community in six areas, including entrepreneurship, inclusiveness, and philanthropy.

9. Dyer

Being affordable and family friendly, as well as the fact that it’s growing, are just a few reasons the community of Dyer was honored by CNN and “Money” magazine as one of the “100 Best Places to Live in the U.S.” and noted as one of the “Best Cities for Young Families” by NerdWallet. Low crime is another. Over the course of the year, Dyer’s property crime rate fell 30 percent, helping move it up seven positions on our safe cities list.

10. Danville

First-rate schools, close proximity to Indianapolis, and abundant business opportunities make Danville an ideal location to call home. A crime rate that’s 60 percent less than the national average only adds to Danville’s appeal. Danville reported an especially low number of burglaries (15), and its property crime rate decreased by roughly 25 percent from last year.

11. Lowell

Lowell is a small community with a forward thinking police department that offers citizens services typically found in larger communities. For example, community policing initiatives help officers and residents work together to keep crime under control, and non emergency crimes can be reported online.

These policies may be why Lowell moved up five positions on our list since last year, and property crime has been reduced by almost 40 percent since our previous list.

12. Peru

Located in north central Indiana, Peru is a community that’s rich with history, spectacular scenery, and full of pride. An iconic Midwestern town, Peru is also safer than 50 percent of communities across the nation. Knowing that, you’ll be able to head out to the Circus City Festival Museum or Grissom Air Museum with your kiddos, or the Oak Hill Winery with your girlfriends, without worrying about what will happen at home while you’re out.

13. Ellettsville

Ellettsville offers a friendly hometown atmosphere, abundant opportunities for recreation, and countless festivals and events. Safe streets add to its already strong appeal. When comparing Ellettsville’s ranking this year to last year’s, we found it moved up 13 positions. No other city on our list achieved this feat. Ellettsville’s violent crime was reduced by roughly one fifth and its property crime came down by one third over the course of the year.

14. Westfield

Westfield is a community of approximately 33,000 people, located in Central Indiana. In addition to being recognized by CNN and “Money” Magazine as one of the top 50 “Best Places to Live,” Westfield was recently selected as one of the state’s “Top Workplaces 2015.”

One thing that makes a community a great place to live and work is a solid relationship between law enforcement and citizens. So we were pleased to find that Westfield participates in the Coffee with a Cop initiative, where community members meet with police officers in informal atmosphere to ask questions and talk about concerns. Relationship building initiatives like this one may be why Westfield’s incidents of violent and property crime went down from last year.

15. Bremen

Situated in north central Indiana, Bremen is a place where citizens looking after one another is the norm, not the exception. That sends a strong message to criminals and is probably why Bremen consistently enjoys low crime. In fact, Bremen reported no murders, rapes, or robberies in 2013, and just 15 total violent crimes for the year, all of which were aggravated assaults. As if that weren’t impressive enough, only three cities on our list reported less incidents of property crime than Bremen’s 59.

16. Columbia City

Columbia City is a quaint community where the police department uses proactive and progressive planning techniques to ensure citizens enjoy a safe place to live, work, and play. It’s located in Northeast Indiana, just 20 miles from Fort Wayne, which makes it ideal for business. In fact, some of the state’s fasting growing technological, manufacturing, and service based businesses are located in the vicinity of Columbia City.

In Columbia City, there’s 88 percent less crime than in the typical American community, and compared to last year, violent crime and property crime rates dropped by approximately 70 percent and 30 percent respectively. As a result, Columbia City moved from 22nd place to 16th on our list.

17. Nappanee

Mayor Larry Thompson has plenty of reasons to be proud of the community he leads. In addition to a strong business base, well respected schools, and a deep sense of civic pride, Nappanee is a safe place to call home. Only five cities reported less violent crime than Nappanee, and the city ranked seven places higher on this year’s safest city list than last year’s.

18. Porter

Located in northwestern Indiana, Porter is part of the famed Indiana Dunes ecosystem. The dunes draw nature lovers and conservation-minded people, so you’ll find Porter to be a city that’s environmentally conscious. You’ll also appreciate its nominal crime rate. Only three cities on our list reported fewer burglaries than Porter’s nine, which is particularly impressive considering that a home in America is burglarized every 15 seconds.

19. Brownsburg

A strong economy and excellent schools were two reasons CNN and “Money” magazine honored Brownsburg as the best place to live in Indiana, and the 33rd best in the nation. Recently, the Indiana Department of Education announced eight of the city’s school achieved a 4-Star rating. That’s quite an accomplishment and a Brownsburg district record. Low crime is another reason Brownsburg is noted as an appealing place to settle down. Overall crime in Brownsburg is 40 percent less than national average, and violent crime is 60 percent less.

20. West Lafayette

The progressive community of West Lafayette earns our praise for reducing violent crime by half over the last year. On top of being a safe city, West Lafayette is also environmentally conscious. It won several environmental awards and recognitions, including being honored for having the first wastewater plant in the state to be designated an EPA Green Power Partner, and being recognized as a Tree City U.S.A. for nearly two decades.

21. Tell City

A strong sense of heritage, an appreciation for the arts, and a hard working citizenry are a few of the things Tell City is known for. It also has more than a dozen sworn and reserve law enforcement officers who work in tandem with citizens to keep Tell City a safe place to call home. Plus, Tell City offers a pro-business environment that includes low utility costs, affordable land, and several business incentives.
Reporting just four violent crimes, Tell City has a crime rate that’s 85 percent lower than the national average and property crime incidents were reduced by approximately 20 percent from last year.

22. Greenfield

Part of one of the fastest growing counties in Indiana, Greenfield offers residents small-town atmosphere coupled with the convenience of being near the greater Indianapolis metropolitan area. The population of Greenfield has grown steadily, and in addition to amazing parks, welcoming neighborhoods and a variety of employment, Greenfield is safe. Since last year, the city cut its already low violent crime rate in half.

23. North Manchester

Grounded in the past, but looking toward the future, North Manchester is a hardworking and progressive community located in north central Indiana. It’s also a community that comes together to take a stand against crime. In fact, the North Manchester police force is augmented by a reserve police unit, which sends a signal to criminals that crime prevention is taken seriously here. That’s probably one reason why there were only 19.86 crime incidents per 1,000 people in North Manchester, which is significantly less than the national average of 30.97 incidents per 1,000 citizens.

24. Auburn

Auburn is a healthy and prosperous community that’s appealing to residents and businesses alike. A recently launched, community owned high-speed fiber Internet network only boosts Auburn’s already stellar appeal. The community of about 13,000 residents deserves congratulations for moving up seven places from its position on last year’s safest cities in Indiana list, and for reducing property crime by a whopping 40 percent.

25. Clinton

Safe, affordable, and built on community cohesiveness, Clinton is a quintessential American small town. Its school system offers a wealth of extracurricular activities, and the local elementary school was recently recognized for unmatched improvements in test scores. When the end of the day school bell rings, Clinton is a place where neighborhood kids gather for a game of tag and parents aren’t overly concerned about the kids being out on their own, as Clinton’s crime rate is one third less than the national average.

26. Decatur

Decatur isn’t satisfied with the status quo. Its leaders and citizens are working together to promote affordable housing, encourage entrepreneurship, and build cohesive neighborhoods. They’re also partnering with law enforcement to create safe, walkable streets and improve motor safety. The Decatur Police Department recently kicked-off an effort to increase seatbelt use. Decatur’s cooperative and proactive approach to fighting crime is paying off. The community’s crime rate is one third less than the national average.

27. Batesville

Nestled in the hills of Southeastern Indiana, Batesville has a lot going for it. Four-star schools, an award winning hospital, and outstanding recreational facilities are just a few of the perks residents enjoy. We were pleased to learn that Batesville’s youngest residents are encouraged to participate in civic matters through the Batesville Mayor’s Youth Council. The council gives youth and leaders the opportunity to build lasting relationships that solve community problems and help keep crime under control. That could contribute to Batesville making this year’s list and last year’s, as well as lowering the property crime rate in the town by more than 20 percent over the course of a year.

28. Valparaiso

The Valparaiso Police Department sponsors several community programs that help break-down barriers and develop problem-solving relationships between its officers and citizens. In addition to a Citizens’ Police Academy and an active Adopt-a-School program, the department also hosts a Junior Police Academy that helps youth understand the role of a police officer and helps build trust. As we’ve seen with other cities, community partnerships like these help keep crime rates low. Valparaiso ranked as the 29th safest city in Indiana last year. Since then, the community managed to lower property crime rate even more, from 26.24 incidents per 1,000 people to 20.72 incidents per 1,000 people.

29. Cedar Lake

Cedar Lake is located less than an hour southeast of Chicago. For decades it has been a popular travel destination for Windy City residents and vacationers throughout Indiana. The community’s main attraction is Cedar Lake, which is nearly 800 acres and known as the largest natural lake in Northwest Indiana. It isn’t uncommon for communities that experience a high seasonal influx of people to have a problem with crime, but that’s not the case in Cedar Lake. In fact, its already enviable low violent and property crime rates went down even more since we last published a safest cities in Indiana list.

30. Huntington

Communities that boast a high rate of volunteerism and cohesiveness often enjoy low crime rates. That seems to be the case with Huntington, Indiana. The spirit of citizen volunteerism and the cooperation between agencies is impressive. Last year, over 700 residents volunteered nearly 8,000 hours to help keep the city in tip-top condition. Their dedicated efforts saved Huntington almost $200,000. With the good vibes going on in Huntington, we weren’t surprised to learn the city’s crime rate is 30 percent less than the national norm.
