Pennsylvania — one of the 13 original colonies and home to the Liberty Bell — is rich in history, as well as scenic and cultural diversity. The Great Lakes region offers charming small towns accented with Victorian architecture, along with beaches and paths for hiking and biking. Find peace and serenity in Lancaster’s Amish Country, or activity and bustle in the major metropolitan areas of Philadelphia and Pittsburgh. Every corner of the Keystone State has something special to offer — including safe cities.

While even one victim is too many, we were impressed to find that, according to the most up-to-date FBI Crime Report, less than four in 1,000 Pennsylvanians were victims of violent crime in 2014. Pennsylvania’s 20 safest cities, with a total population of just under 200,000, reported only 63 violent crimes — nearly ten times less than the state average. Pennsylvania’s safest city, Kennett Township, cited no criminal offenses whatsoever. Three-quarters of this year’s safest cities also made our list last year, indicating that residents care about keeping crime under control.

How We Chose the Safest Cities in Pennsylvania

To identify the 10 safest cities in Pennsylvania, we reviewed the most recent FBI Crime Report statistics from 2014, along with population data. We eliminated all cities with fewer than 5,000 residents as well as any cities that failed to submit a complete crime report to the FBI.

From there, we evaluated the remaining cities. We narrowed it down based on the number of reported violent crimes (aggravated assault, murder, rape, and robbery) and property crimes (burglary, arson, larceny-theft, and motor vehicle theft) in each city. To further level the playing field, we calculated the likelihood of these crimes occurring out of 1,000 people in each city.
